PURPOSE:
Under the general supervision of the Director of OSI, the OSI- HRIS Analyst is responsible for providing functional expertise, support, and maintenance of the HR and Finance applications, specifically focusing on the Time & Labor, Absence Management, and Payroll modules. The role serves as a liaison between the campus, the Chancellor’s Office (CO), State Controller’s Office (SCO), and other campus Payroll/HR departments to ensure the smooth operation of CSUMB’s Payroll, Time and Absence management functions. Additionally, the analyst also assists in planning, implementation, and operations related to HR and Finance applications.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
- Application Support and Maintenance:
Act as the subject matter expert for all Common Human Resource System (CHRS) modules, with a primary focus on Time & Labor, Absence Management, and Payroll. Provide day-to-day functional support for resolving application issues and troubleshooting queries related to HR and Finance departments. Develop and implement workflows for time and absence approvals, integrating new approval processes from the CHRS rollout. Assist functional teams in creating and maintaining queries and reports for HR and Finance applications. Collaborate with HR and Finance teams to identify operational efficiencies and implement solutions to streamline processes. Provide support for integrations with third-party applications that utilize HR and Finance data.
- Configuration and Testing:
Maintain configuration for Payroll, Time & Labor, and Absence Management modules, including tasks related to the start of the year, such as dynamic groups, pay calendars, absence calendars, pay groups and pay run IDs. Assist with data cleanup, troubleshooting, and other preparatory tasks during CHRS conversion or upgrades. Work collaboratively with cross-functional teams on configuration and testing of systemwide upgrades and migration packs (e.g., IT, CO, HR, Payroll, etc.). Participate in CHRS system testing, including integration, unit testing, and end-user acceptance testing. Stay current on system updates and enhancements and communicate relevant information to stakeholders.
- Payroll Liaison:
Serve as the primary liaison between the campus payroll activities and external entities, including the Chancellor's Office (CO), State Controller’s Office (SCO), and other CSU campus payroll departments. This includes troubleshooting payroll issues and providing consistent communication between the parties from an operational and customer service perspective. Act as functional POC for CSUMB payroll; coordinate special circumstance payroll advance(s) with CSUMB Accounts Payable; collaborate with employee(s) and department(s) as necessary to clear payroll A/Rs; coordinate the publishing of payroll calendar, validate and respond to Public Service Loan Forgiveness (PSLF) requests.
- Labor Cost Distribution:
Manage and configure labor cost distribution (LCD) processes in CMS ER/CHRS. Collaborate with the budget office on the maintenance of LCD functions, including combo codes, earning codes, deduction codes, and the Department Budget Tables (DBT). Collaborate with the Budget Office on new fiscal-year tasks, such as rolling over of DBT’s and process tree updates.
- Training and Documentation:
Develop and deliver training materials for the campus on CHRS modules, including time reporting, absence reporting and approvals. Conduct training sessions for the campus as needed when updates or changes are required. Develop and maintain desk procedures for OSI processes. Create online training resources as needed, utilizing platforms such as SumTotal or other applicable systems
- Develop and implement end-user security for new applications:
Assist the team in creating security roles and permissions for end-users. Participate in testing security with end-users and report any issues to the OSI manager.
- Website updates:
Assist with maintaining campus webpages related to Payroll and other OSI applications
Other Functions:
- Perform other job-related duties and special projects as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge: Knowledge of information technology systems and/or applications, including campus wide systems and multimedia environments, access procedures, networks, and/or databases. Knowledge of data administration principles and techniques. Knowledge of network administration. Knowledge of training theory and practices demonstrated by an ability to develop and deliver technical training and User documentation. Knowledge of statistical and/or research databases.
Skills: Proficiency using standard software packages. Demonstrated interpersonal and communication skills in working with users to interpret needs and provide appropriate solutions. Subject matter expertise in a specialized discipline or body of knowledge.
Ability: Ability to apply consultative skills to assess user needs and provide appropriate support. Ability to integrate multiple applications and/or systems. Ability to analyze data requirements and research data availability and access methods. Ability to coordinate and implement data exchanges and conversions.
MINIMUM QUALIFICATIONS:
A basic foundation of knowledge and skills in technical information systems and application program packages is a prerequisite for this position. This foundation would normally be obtained through a bachelor’s degree in computer science, information systems, educational technology, communications, or related fields, or similar certified coursework in applicable fields of study.
SPECIALIZED SKILLS:
Knowledge of Peoplesoft Payroll and HR application; and operation analysis and techniques. Ability to take initiative and independently plan, organize, coordinate and perform work in various situations where numerous and diverse demands are involved; handle multiple work unit priorities and projects; research, develop and evaluate policies and programs, including skill in the collections, evaluation and interpretation of data to develop sound conclusions and make appropriate recommendations; anticipate problems and address them proactively; effectively interpret, organize and present information and ideas in written or presentation form; and to quickly learn features of new software releases and modules. Expertise in investigating and analyzing problems with broad administrative impact and implications. Demonstrated experience involving analysis and evaluation leading to the development or improvement of student administrative policies, procedures and/or practices. Excellent oral and written communication skills, with the ability to communicate technical concepts and ideas to non-technical individuals. Demonstrated record of a strong customer service orientation. Demonstrated success in working collaboratively in a team-oriented environment. Experience in creating reports using SQR, PSQuery, EPM tools and other reporting applications; in preparing system documentation; and in implementing ERP systems. Demonstrated ability to address the essential functions associated with this position including the knowledge and abilities identified above.
PREFERRED QUALIFICATIONS:
Three years of technical or administrative experience in using HR/Payroll Information Management Systems, Oracle/PeopleSoft HR, CSU Common Management Systems. Experience in implementing Payroll/Human resources systems. Strong system background as a user or developer.
Technical fluency with Oracle/PeopleSoft, CSU Common Management System or equivalent <HR/finance> information system; Microsoft Office Professional; Smartsheets; Google Workspace (Gmail, Docs, Sheets, Drive, Calendar, Forms, etc.); and internet browsers.

PHYSICAL ENVIRONMENT:
Office environment with standard equipment and tasks. The position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations.
